UPSC Combined Section Officers' and Stenographers' Limited Departmental Competitive Examination
Eligibility
Restricted to serving departmental candidates in the participating cadres who meet the qualifying-service requirement laid down in the relevant Recruitment Rules. Not open to external applicants. .
Selection Process
Written Examination
Held over two days. Paper-I is common; Paper-II covers Procedure and Practice for the candidate's category (categories I-XI are grouped into separate question papers); Paper-III is Noting, Drafting and Precis Writing. The Stenographers' stream additionally sits dictation tests in Hindi and English.

A promotion exam, not an entry route. UPSC conducts it on behalf of participating central government departments to fill Section Officer (Grade 'B') and Stenographer (Grade 'B' / Grade 'I') posts from among their own serving staff — Assistants, Stenographers and equivalent grades who meet the department's service-length requirement.
